There are several reasons why a contact wouldn't receive emails.

You can identify the email events by going to your Messages Menu and selecting the option for emails:

You can go to the Events menu and filter by Date, type, and/or email address, once you find the email you need to check you can click on the preview option and you'll find the Technical issue:
